Position Summary:

The Purchasing Manager - Equipment will be responsible for a wide range of duties associated with procuring equipment for the City of Hope. These duties start with working with the users on requirements, providing product information, RFP process, negotiations, managing the logistics of delivery and installation and warranty. The Purchasing Manager will need to be entrepreneurial and a problem solver in dealing with issues such as temporarily warehousing product, dealing with backorders and working with facility project managers to coordinate that equipment is delivered to the right place and at the right time with accepted standards for quality and service. The Manager may manage one or more Purchasing Agents, Contract specialists or contract support individuals in support of the mission.

The Manager will be an advocate for product standardization will look for opportunities to get the best value at the best price. He/She is not an order-taker but is expected to work persuasively with users to consider alternate products to attain better economics including consolidating demand versus purchasing items on a “one-off� basis. The Purchasing Manager will work across organization lines to find sourcing opportunities that may not be seen by a single entity. Is responsible for all needs identified by customers (user departments) including specification of supplies and equipment, placing and expediting orders, securing installation and delivery as well as assuring proper payment by Accounts Payable.This role includes working with operational stakeholders across City of Hope, participation with other teams on strategic integration and implementation efforts in support of Supply Chain initiatives. Incumbent will be required to negotiate as necessary and responsible for making purchases that represent projects and capital investments. The nature of the job demands that the Manager is able to act in an independent nature and make crucial decisions during the process act as a liaison and maintain close contact and relationship between the customer and supply partners.

Essential Functions:

  • Provide leadership for direct reports and other resources assigned to the position
  • Consults with the customer in order to obtain technical information, specifications, and recommended vendors.
  • Obtains and reviews any technical information available and contacts vendors to obtain competitive bids on the item to be purchased. May suggest alternate products and vendors.
  • Selects supply sources that can provide the desired quality, prompt service, best price, GPO compliance, standardization, and technical integration with MMIS systems.
  • Develops RFP’s, solicits proposals, review proposals and negotiates pertinent terms and conditions
  • Assures that follow-up takes place on items purchased in order to assure timely delivery and correctness of receipts.
  • Coordinates with departments, receiving personnel, vendors and accounts payable personnel to resolve problems encountered with prices or delivery of the order. On equipment orders in conjunction with facility construction, coordinates with project manager on delivery timing. May need to seek temporary storage for staging equipment
  • Delivers pertinent information to purchasing agents to perform data entry , auto sourcing, purchase order acknowledgments, EDI Transactions, and match exceptions in PeopleSoft.
  • Reports results of RFP’s and negotiations along with cost analysis to stakeholders in order to achieve consensus on winning vendor and price.
  • Attends meetings and participates on committees as required. Communicates relevant issues to the Department Head and other staff members.

Position Qualifications:

Minimum Education:

  • Bachelor’s Degree

Minimum Experience:

  • 5-7 years’ experience in Supply Chain or Procure to Pay process, preferably hospital purchasing experience.

  • Experience in PeopleSoft or similar Purchasing ERP systems.
